Description SCOPE OF WORK The Grants Coordinator ensures the production of timely, high quality reports and proposals to donors ; provides them with proactive donor and IRC regulations compliance advice and plays a strong role in feedback and coordination within Programs and support departments. One of the largest INGOs working in DRC, IRC is engaged in large-scale, complex programming in areas related to public health, community-driven reconstruction, gender-based violence, education and emergency response. With a projected 2011 budget in excess of US$ 65 millions, IRC currently has a portfolio comprising of over 30 grants requiring the development and submission of between 70-80 donor reports annually. The Grants Coordinator plays a central role in supporting IRC program compliance within the entire country, with a specific focus on coordinating new proposal development, donor progress reporting, extensions & realignments, contracts and document management. The Grants Coordinator reports directly to the Director of Programs and provides technical support and line management to 2 other grants managers and 3 grants officers located within IRC’s provincial offices.

RESPONSIBILITIES Donor Reporting Support

Ensure up-to-date tracking of donor reporting requirements & updating of financial & management tracking and reporting tools ; Coordinate the development, review and timely submission of all reports to ensure high quality and accuracy ; Proactively identify compliance risks/issues throughout the portfolio and offer advice to grants focal points and other IRC DRC staff (senior management, finance, procurement, etc.) ; Maintain a broad and deep understanding of IRC DRC donor policies, regulations and procedures and ensure training in these areas for other grants team members ; Ensure that all donor reports and reporting materials are appropriately filed in up-to-date and consistent soft and hard libraries available in all IRC DRC offices. Proposal Development Keep track of IRC DRC upcoming proposals with standard IRC tracking and reporting tools ; Coordinate with the Grants Unit, Finance Department, and Program Department all activities, from start to finish, involved for the creation and submission of proposals. Donor and Headquarters Liaison Be the primary interlocutor for the HQ-based (NYC and London) DRC focal points as regards reports submission, proposal processing, compliance and other grants-related functions ; As requested, ensure appropriate dissemination of information throughout the country office. In collaboration with senior management, engage in donor-relation and representation functions on behalf of IRC DRC ; Coordinate monthly nationwide Grant Review Meetings (including Grant Opening and Ending Meetings), coordinate action points associated with these meetings and track – and as relevant support – the implementation of the actions decided during these meetings. REQUIREMENTS :

Good communicator with strong organizational, time management and analytical skills Excellent analytical and report-writing writing skills At least 4 years of prior professional experience, preferably in Africa in a post-conflict and/or conflict setting, preferably with an international NGO Prior knowledge of relevant donor regulations (DFID, USAID, World Bank, ECHO etc) and reporting requirements Strong capacity to mentor and build capacity of staff Flexibility to adapt to changing requirements Able to meet juggle competing priorities and meet demanding deadlines Ability to work under pressure in unstable security environments, Professional fluency in spoken and written French and English SPECIFIC SECURITY SITUATION/HOUSING The Grants Coordinator will be based in Kinshasa. With a population of approximately 10 million people, the city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. The position is accompanied ; the Grants Coordinator will be housed within individual housing.
