I. Background on ACTED
ACTED is an independent international, private, non-partisan and non-profit organization that operates according to principles of strict neutrality, political and religious impartiality, and non discrimination.
ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 22 countries worldwide, with over 120 international and 2500 national staff. ACTED has a 40 million € budget for over 150 projects spanning 8 sectors of intervention ; including emergency relief, food security, health promotion, economic development, education & training, microfinance, local governance & institutional support, and cultural promotion. II. Country Profile
ACTED began its projects in the DRC in 2004. The country’s recent history saw 30 years of dictatorship (1967-1997) followed by two mains wars (1996 and 1998), while the political transition period from 2002 to 2007 culminated in the democratic election of the current president. Although the wars are officially over, localized conflict is still present in the east. After years of state neglect, ongoing corruption and destruction due to the armed conflict, the country is in great need of rebuilding in all sectors. ACTED’s main sectors of intervention in the DRC are : infrastructure rehabilitation (roads, schools and health centers) ; water and sanitation ; food security ; and economic development (through income generating activities, micro projects and micro finance). Our future strategy is to reinforce both food security and economic development, and transition from humanitarian intervention to a developmental focus.
III. Position Profile The Logistician/Security, based in Bukavu, will have to fully support the field bases in line with the programme objectives and ensure a smooth procurement as well as security of ACTED staff.
He will have to :
Main Base
manage the base in Bukavu (national staff, purchases in line with ACTED procedures and guidelines, vehicule and radio maintenance, expat house, storage etc..) ensure that the base is properly functioning, support the field bases (house, office and storage) in Kama, Kampene, Kindu (Maniema), Uvira, Baraka, Fizi (South Kivu) with all necessary goods and equipments
Field Base
supervise the purchasing of all necessary supplies for the implementation of the programmes, to ensure a safe and prompt transportation of the supplies to the field base (through air transportation planning) closely co-ordinate with the Field Managers for any supply request, and to supervise the requisition requests from the field bases. supervise vehicle and radio maintenance at field level keep regular contacts with field basis
Security
To be in charge of the security of local and expatriate staff (on the field and the bases), through regular update of the security situation, and the setting up of preventive security measures to ensure the safety for the field staff (regular radio communication between the base and the field, evacuation measures, etc…). Maintain contacts with the UN Security Officers (MONUC & UNSECOORD) and Officer in Charge of security of NGOs, UN Agencies, and International Organisations. Participate in the security coordination meetings
IV. Qualifications :
Post-Graduate diploma, degree in Logistics, Administration 3 years minimum work experience, preferably in Africa Relevant experience in team and project coordination, managing the logistics and administration in NGO context and managing security or similar experience. Specific skills : Fluency in French is required, fluency in English an asset, knowledge of the area preferable.
V. Conditions : Salaried status (salary between 1800 and 2200€/per months) + 300SUS$ Living Allowance Food, lodging, transportation, insurance, medical cover ensured by ACTED.

L'Agence d'Aide à la Coopération Technique Et au Développement (ACTED) est une organisation de solidarité internationale, apolitique et non-confessionnelle créée en Afghanistan. Les premiers projets furent mis en place à Kaboul en 1993 pour venir en aide à une population fragilisée par plus de quinze ans de guerre. Les activités d'ACTED se sont rapidement étendues dans l'ensemble du pays, puis dans les pays frontaliers en 1996 (Tadjikistan, Ouzbékistan et Kirghizistan principalement) dans le but de développer une stratégie régionale autour de l'Asie Centrale.
L'association a par la suite continué son développement en ouvrant des bureaux en Afrique Centrale en 1997 pour venir en aide aux populations affectées par le conflit au Congo-Brazzaville, puis en Amérique Centrale en 1998 à la suite de l'ouragan Mitch, en Europe Centrale à la suite des conflits au Kosovo, et au Moyen-Orient, en 2003, pour apporter son soutien aux populations irakiennes.
En 2004, ACTED a poursuivi son engagement en Afrique Centrale en s'implantant au Tchad et au Soudan suite à la crise du Darfour.
En 2005, l'association s'est engagée dans la reconstruction d'urgence en Asie du Sud, suite à la catastrophe du tsunami, et agit actuellement en Inde, en Indonésie et au Sri Lanka.
ACTED est aujourd'hui présente sur 5 zones dans 16 pays (Afghanistan, Kirghizistan, Ouzbékistan, Tadjikistan, Serbie, Macédoine, Nicaragua, République du Congo, République Démocratique du Congo, Irak, Haiti, Soudan, Tchad , Inde, Indonésie, Sri Lanka), et met en oeuvre près de 150 projets chaque année dans 8 domaines.
L'organisation s'efforce, lorsque les conditions le permettent, de développer une approche régionale aux problèmatiques de crise dans des pays où les mouvements transfrontaliers sont importants.
Cette approche régionale est doublée d'une approche intégrée permettant à l'association d'oeuvrer notamment dans des domaines comme le micro- crédit, la santé publique ou l'action culturelle.
L'association emploie une centaine d'expatriés et plus de deux mille travailleurs nationaux. Le siège de l'association est basé à Paris.
