Mission
Job Objectives :

Objective 1 : Program coordination / team management
Supervision of Food Security technical field program managers

Supervision of Surveillance team (if relevant project is approved)
Support to teams, supervision/planning of training, reports, evaluations.
Conduct regular Field visits
Motivate, coordinate and promote the team spirit among the FS staff and within the rest of the team
Support technically the various FS staff
Ensure the timely submission of monthly and technical reports from the field, and give feed back when needed
Participate in Bukavu/Goma coordination team meetings to discuss different issues (order follow up, budget development, general mission issues concerning different departments, etc..) and liaise permanently with admin and log for a smooth and planed implementation of the programs : responsible to follow up the FS budget lines with the admin, and plan in advance all the procurements with the log co. Participate in the call for tenders process for procurement (technical specifications, review committee…).
Report regularly to HoM, NY HQ
Ensure the quality and timeliness of the donor reporting

Objective 2 : Technical coordination

Analyze and control the technical performance of the current programs and future programs
Together with FS program managers and monitoring - evaluation team, analyze/control and improve the technical relevance of the Food security programs, both current and future.
Follow up of activities, analysis and evaluation of the programs taking into account the FS indicators of the program on a monthly basis (LFA) inside the APR (activities progress report) format to be submitted each month to HQ.
Ensure the coherence of ACF programs
Attend technical workshops and technical working groups meeting at Bukavu, Goma and possibly Kinshasa level.
Work in close relation with the FS technical counterpart in HQ.
Report to HQ technical counterpart on a monthly basis and through regular telephone and emails contacts.

Objective 3 : Humanitarian context analysis of South and North Kivu / Action Against Hunger positioning :

Analysis of the South and North Kivu context, food security questions related
Analysis of the humanitarian environment in South and North Kivu, causal factors and linkages
Collect data on the actual and potential areas of intervention from partners
Suggestions for ACF positioning, strategy and exit strategy, and participation in annual Country Strategy development process
Identify, propose and develop new programs and activities
Proposal writing with technical teams, HoM and NY HQ technical counterpart

Objective 4 : Representation

External representation of the organization to humanitarian actors, local authorities at central level, donors, and potential beneficiaries
Coordination with humanitarian actors, local structures (such as CIALCA) and local authorities (IPAPEL, INERA)
Coordination between the technical team in the field, within the mission and with New York headquarters
Ensure the co-facilitation of the South and North Kivu FS clusters.

Profil du candidat

Expériences : Qualifications: Formation / Diplôme spécifique / Spécialisation: Agronomie & socio-économie. Expérience dans le même type de contexte. Expérience terrain dans l’intervention humanitaire requise: OUI.
