Description
The Kalemie-based Logistics Manager will be responsible for the management of logistics for the IRC’s program in North Katanga, reporting to the Field Coordinator. He/she will provide operational support to the program, including procurement, asset, vehicle and facilities management, and carry out ongoing national staff capacity building efforts.
Responsibilities : Coordination and Policy Compliance : Ensure the efficient implementation of IRC operational policies, working in collaboration with the Kalemie Field Coordinator and Finance Manager and the Lubumbashi-based Provincial Logistics Coordinator. Provide management oversight to IRC North Katanga logistics staff. Work with the Field Coordinator to develop and implement routine and emergency security measures. Procurement management : Lead procurement functions in North Katanga, ensuring accountable and efficient procurement service provision to program and support departments. Ensure that all procurement is conducted in a fair and transparent manner that is compliant with IRC Procurement Management and Finance Policies. Maintain and improve systems for procurement, storage, inventory of all program materials. Asset & Warehouse management : Supervise and ensure accountability within the management, tracking, maintenance and reporting of IRC fixed assets (non-expendable property), inventory and property according to IRC policy. Maintain and improve systems for asset control, storage distribution, maintenance and utilization for all program procured materials. Transport and fleet management/ Compound management : Supervise and ensure the management of the fleet (cars and motorbikes), including safety, maintenance, fuel and consumables monitoring and the training and management of drivers according to IRC policy. Ensure that IRC facilities and vehicles have appropriate and functioning communications assets in place and staff is properly trained. Ensure that all IRC facilities are appropriate for their purpose, well maintained and efficiently supplied with the consumables and services required. Coordinate the transport and accommodation of IRC staff and visitors to Kalemie. Maintain and improve systems for transport planning, ensure timeliness and effectiveness of service delivery Nationalization of the post : should prepare for the nationalization of the post within 9 months. This position reports to the Field coordinator and manages a staff of 12 people.
Requirements Degree or equivalent experience in Supply Chain Management, Logistics, Business Management or a related field. Minimum 2 years experience in managing logistics operations in an international environment. Solid knowledge and understanding of practical Logistic Procedures (IRC experience a plus) and maintaining supply pipelines in areas of weak or no existing infrastructure. Possesses leadership qualities and is willing to exercise initiative. Strong supervisory and inter-personal skills, experience supervising staff in an international setting. A good communicator, able to advise and train staff of differing experience and seniority. Fluent English and proficient French required. Ability to work well under unstable security, administrative, and programmatic pressures Advanced knowledge of usual desktop software such as Word, Excel, and Outlook Personal Characteristics : Culturally sensitive with the ability and interest to work with a multi-ethnic team Must demonstrate flexibility to adapt to changing requirements Must be willing to live in basic and/or shared housing Must be able to follow and implement security guidelines and restrictions Specific Security Situation/Housing :
The Logisitics Manager will be based in Kalemie. S/he will live in shared housing right on Lake Tanganyika. This post is unaccompanied. Security in the Tanganyika District is stable.
