Programme : Maniema, Democratic Republic Of Congo Responsible To : Deputy Country Director Maniema / DRC Logistics Coordinator Responsible For : Kindu logistics teams Location : Kindu with travel to various field sites in Maniema Province Start Date : ASAP Duration : 12 Months Salary : £23,744 to £25,969 per annum (dependant on relevant experience) inclusive of annual Cost of Living allowance. Merlin International Profile Merlin specialises in health, saving lives in times of crisis and helping to rebuild shattered health services. Each year, Merlin helps more than 15 million people in up to 20 countries.
Context and Background The Democratic Republic of Congo (formerly Zaire) is the third largest country in Africa and one of the poorest. Decades of dictatorship and an ongoing, unresolved civil war has left much of the national infrastructure destroyed. Merlin has been operational in eastern DRC since 1997 when it established emergency medical support to populations in Maniema Province. Merlin teams have been providing emergency medical care to the most vulnerable, accessible populations in Maniema Province, Kasai Oriental Province, North Kivu and Orientale Province, and in response to the Goma volcanic eruption of Jan 2002. Activities include : emergency response, primary health support and supply, secondary health support and supply, reproductive health, institutional capacity building, nutrition, wat/san, rehabilitation of health facilities. • Merlin is the sole source of essential medical support for over 200 primary & secondary health facilities, providing health care to over 1,800,000 beneficiaries. • In Maniema Province, Merlin is implementing a DFID (British government) funded 3 years free health care project throughout 10 health zones. • In North Kivu, Merlin implements DFID, OFDA and ECHO funded primary healthcare projects in Manguredjipa and Biena, Oicha, Mutwenga Health Zones, in Rutshuru and Binza Health Zones and in Birambizo Health Zone with emergency support to IDP’s within the province.
Currently, three main programmes are being implemented by Merlin in Maniema :
• Support to primary health care across ten health zones Manemia : This 3 year program covers health centre rehabilitation, drug and medical equipment supplies, training, partners capacity building, reproductive health, gender-based violence activities, specific support to reproductive health activities and support to immunization campaigns. • Support to Kindu Provincial Referral Hospital : Funded by DFID, this program started in September 2002 and aimed at reviving Kindu hospital through rehabilitation, drug supplies, re-equipment and staff training. As with the Primary Health Care program, Merlin team will now have to focus on capacity-building to enhance the hospital self-sustainability. • Global Fund HIV/AIDS Program : This project commenced in August 2005 and is primarily focused on prevention and control of STIs with health facility support to all 69 health facilities in eight health zones. Establishment of VCT services at Kindu hospital will be undertaken with introduction of ARVs and related case management for opportunistic infections within Kindu Hospital.
Complementary projects also are in place for rehabilitation and construction of health facilities and basic water and sanitation infrastructure.
Merlin aims to continue to invest in provision of lasting healthcare services for the communities in DRC, through building solid partnerships at both local and national level. The advent of large scale consortium support for the health sector will offer the opportunity to consolidate Merlin’s experience and organizational strengthens within the health sector, while influencing policy and practice in full collaboration with the MOH and partner agencies.
Merlin’s Goma office is a management and support office for nine field-site projects in eastern DRC. The office handles the financial and reporting aspects of a multi-million dollar grant portfolio, the HR and administrative requirements for approximately 30 expatriates and 300 national staff, most national and all international purchasing, and in-country transportation (almost exclusively by air) of staff and material between the Goma office and field sites.
Maniema programme currently employs 13 expatriates and more than 160 national staff.
Main purpose of the Role
• Responsibility for the daily coordination with the LogCo on logistics needs and priorities, specifically infrastructure management, supply chain management, critical asset monitoring, communications and IT issues, the daily management of the Kindu Logistics Team and Kindu logistics functions. • Assist the CMT and Logistics Coordinator DRC to ensure coherence and consistency between all Maniema field sites. • Work with DLogCo Goma for follow up of international procurement for Kindu project sites, including the Kindu central Hospital. • Ensure adherence to all logistics systems through regular field visits to all Maniema bases as requested by the Logistics Coordinator DRC including monitoring and training of national staff to implement standardised Merlin systems. • Where necessary, to deputise for the Logistics Coordinator DRC and ensure a close supervision and support of all Maniema field logistics activities.
Overall Objectives (scope) As a Deputy LogCo, the selected applicant will work closely with the Logistics Coordinator DRC and will have a crucial role in implementing country wide logistics systems, planning and obejctives within the Maniema programme area.
This position will be responsible for managing all logistics operations in Kindu and to provide logistics support for the bases of Pangi and Kampene in particular regarding procurement of local supplies, assisting with Fleet management (maintenance, fuel supplies, spares), temporary storage for goods in transit (medical and non medical) and delivery of said supplies to Kindu, Pangi and Kampene project locations.
Responsibilities
Administration • Responsible for the coordination of all logistics documents and archives and to complete an annual document audit • Responsible for ensuring that the Kindu Logistics Team contribute to the smooth running of the Merlin Kindu office working with the OpsCo/DCD, Maniema MedCo and Financial and Administration Officer.
Finance • Work closely with the Logistics Coordinator and the finance department in order to ensure compatibility between the procurement / ordering process and budget control.
Logistics • Assist the Logistics Coordinator in standardizing Merlin DRC’s logistics procedures and capacity building the logistics team through regular field visits. • Assist the CMT and the Logistics Coordinator DRC in ensuring that the Logistics department is fully aware of Merlin strategic goals and that logs activities fully complement and support these objectives. • Responsible to the Logistics Coordinator for the management, upkeep and functioning of Merlin Maniema infrastructure. • Responsible for all Kindu logistical activities. • Implement and manage Merlin DRC’s logistics filing system to include fleet maintenance schedules, logistics documentation for procurement, transportation and warehousing. • Managing local procurement in Kindu for Maniema field sites when requested ; coordinate with logistics Goma to follow up national/international orders and ensure information is disseminated to the relevant teams/departments. • Ensure the establishment of supply contracts, market monitoring and liaising with suppliers. • Fleet and equipment maintenance and management, warehousing and asset management in Kindu. • In liaison with the IT Manager, to supervise the Maniema IT officer and to ensure that the management and maintenance of Kindu communication equipment is adequate to the programme needs. • Responsible to the Logistics Coordinator for the Kindu Medical Warehouse • In liaison with the Merlin DRC IT Manager, to be responsible for maintaining the Kindu office network server in Kindu and for assisting the field sites on a daily basis to resolve IT problems. • Responsible for supervising the Kindu Logistics Team to produce asset lists, medical and non-medical stock control, monitoring and managing the flow of stock to the field sites. • Responsible for supervising the booking of all internal (Maniema) airfreight in liaison with field sites. • In coordination with the Adminstration department, ensure that the Kindu Office is properly maintained and that is adequately resourced in terms of equipment. • Responsible for preparing and submitting the Kindu Monthly Logistics report. • Participate in field assessments, project planning and the preparation of donor proposals/ budgets and reports in collaboration with the Opsco/DCD and project teams (for all Maniema projects).
Human Resources • Assist the Logistics Coordinator to train and capacity build all members of the logistics team (national and/or expat) with the aim that in the future it will only be necessary to have one expatriate logistician working in Kindu. • Responsible for the daily management of the logistics team (national and expatriate) in Kindu. • Assist the Logistics Coordinator with recruitment and development of all Maniema logistics staff, but with special emphasis on Kindu based national staff.
Security • Act as the Kindu Security Focal point and report as required to the designated Merlin DRC Security Focal Point. • Responsible for the implementation of all security measures in Kindu according to Merlin security guidelines.
Kindu/Pangi/Kampene specific logistics activities
• Ensure that the Kindu Logistics team is able to fully support Merlin activities in Kindu, Pangi and Kampene with special reference to : o Procurement of locally (Kindu) purchased goods for the use in this project locations. o Transport of staff and goods to and from Kindu to the project locations in south Maniema. o Fleet Management – assist the Kindu/Pangi/Kampene projects with their fleet maintenance trough the Merlin garage and Kindu based mechanic. o Ensure that emergency stocks for vehicle spare parts, fuel, drugs and other items as needed are in place in Kindu for the usage of this projects. o Communications systems
