Goal of the job:

Plans, coordinates, and executes activities of all phases of HR function of the OPCO, including recruitment, selection, compensation, benefits, training, affirmative action, etc. Implements Celtel’s HR strategy and policies and procedures. Manages the implementation of local policies, programs and procedures as well. Ensures that OPCO’s policies are in compliance with government regulations.

Role description:

Contribute to the formulation of the OPCO strategy and ensures that all HR policies and procedures are sound and drive the performance of the OPCO:

Supports that the company is competitive and equitable and that HR policies and procedures assist managers in attaining company objectives
Protects interests of employees in accordance with company's policies and applicable labour, pay and benefits laws and regulations
Ensure the implementation and maintenance of Celtel’s HR policies and procedures:

Prepares, controls, and manages the Annual HR budget in line with the business plan
Directs interpretation and application of corporate and local established HR policies
Provide pro-active leadership and advice to both management and employees
Manage career planning program for the employees, in accordance with corporate policy set by the Group HR Officer and in consultation with the Director HR Operation Countries, the employee and his direct manager. This in order to develop and make better use of the full potential of the human resources in the company:

Assesses the need for training of the employees
Instructs, advises and supports managers on career planning program
Directs and executes the company’s performance management system, local staff recruitment, training and development, and affirmative action programs, adhering to all applicable laws and regulations.

Partner with the Director HR Operation Countries to design, develop, measure and evaluate programmes, policies and processes:

Remains current on all personnel policies, programs and practices
Identifies local issues and trends
Makes recommendations to current and/or new policies and programmes
Facilitate and support managers in the creation and maintenance of a high performance company culture and act as an employee champion:

Continuously update knowledge of best practices and roll out to staff to create a learning organization
Directs and executes the preparation and maintenance of regular and special reports desired by local or corporate management to assist in the attainment of company objectives:

Coordinates gathering of information
Prepares HR management reports
Manage the HR department/team:

Manages personnel activities of staff
Hiring and development of skilled staff
Active involvement in people management

Competencies:

Excellent interpersonal skills
Sets high personal standards and is goal oriented
Strong coaching skills
Excellent communications skills, both orally and in writing
Business awareness

Qualifications:

University degree or equivalent with a minimum of 5 years experience in operational HR function
In-depth knowledge of HR/Personnel practices and principles, and labour, C&B, health and safety laws and regulations
Able to handle high level of confidentiality, and common sense regarding employee information, plus common sense in unforeseen emergencies
Supervisory experience
Experience in Mobile/ Telecom industries is an advantage
Experienced with change management and implementing change programmes
Proven ability to analyse complex business issues and identify, design and implement effective practical recommendations
Experienced in project management and running multiple projects
Experience in managing operations in emerging/ developing countries
Able to operate in a performance driven organization
Culturally aware and adept at working across multiple geographies
Knowledge of English and fluency in French
